| Descripción del Puesto *: | Senior Rural Water and Sanitation Specialist to provide Technical Assistance and develop Economic Sector Work to assist the Government of Peru and
subnational governments build capacities to improve service delivery of Water and Sanitation services for the poor. He/ She will contribute to the devolpment of the Pro-poor Sector Reform Business Area of WSP 2011-2015 Business Plan.
The appointment will be for 1 year, renewable upon satisfactory performance evaluation for a 2nd year,subject to a lifetime maximum of two years.
Scope of work:
-Develop, implement & document poor-inclusive sector reform TA (Technical Assistance) projects that contribute and validate WSP's Theory of Change of the global pro-poor sector reform BA (Business Area).
-Provide TA (analysis, advice and advocacy) to nat'l and subnatn'l govermments to improve the quality of decentralized rural WSS.
-Produce and disseminate relevant knowledge trough Economic Sector Work (ESW).
-Be part of the sector dialogue before de client for the Country Partnership Strategy (CPS) in coordination or by delegation of the Sector Leader and the Pr. Regional Team Leader (Pr. RTL).
-Participate in technical missions for project preparation or supervision when requested by task team leaders.
-Work closely with the sector authorities to creat an enabling enviroment for scaling up improved rural WSS at regional, municipal and community levels.
-Build capacity of WSS staff to manage financial resources and implement programs and projects.
-Prepare Terms of reference (TOR) and supervise the work of consultants engaged in TA and ESW, ensuring high quality deriverables.
-Lead/organize workshops, events and seminars for stakeholders, including the supervision of logistics.
-Lead the documentation/dissemination of implementation and outcomes of rural nat'l and subnat'l WSS reform.
-Support the preparation of a legislation, regulatory norms and financial policies proposal.
-Promote South-South knowledge exchangeswithin LAC and other WSP Regional on good rural WSS practices.
Required Qualifications and Experience
-Master degree in Scial Sciences, or Economics, or W&S Engineering, or equivalent Public policy, Public health, or a related field.
-At least 5 years of experience and knowledge of Peru's rural WSS; advising sector, regional, local and community level organizations to improve performance.
-Knowledge of Peruvian rural WSS regulation, including Peru's National Public Investment System, the Integrated Administrative and Financial System (SIAF), national procurement legislation, etc.
-Extensive field experience advising WSS planning and implementation processes at the district and community levels.
-Knowledge of (i) roles and behaviors of different stakeholders in the provision of sustainable rural WSS, including public-private partnerships; (ii) planning and monitoring tools for the rural WSS; (iii) recent rural WSS policiesand regulations, including private sector participation; (iv) Integrated Water Management applied to the rural WSS.
-Strong organizational, analytical, and presentation skills; ability (i) to handle multiple tasks within tight deadlines; (ii) to deal sensitively in a multi-cultural environment and to buils effective internal and external working relations.
-Excellent oral and written fluency in Spanish and English.
-Personal and professional integrity, self-motivation and proven ability to work as part of a team.
-Publications in specialized journals will be appreciated.
-Strong computer skills; proven abily to use standard and customized technology packages (Internet, e-mail, Word, Power Point, Excel, others related). |
